because this game is about PvP, and it would be unfair for people that play xconstantly to have unfair bonuses

But that would be,incentive to play more and level... instead of just capping skills and unlocking.Most i have seen in pvp except a few guilds who are kicking some butt suck anyways i dont nthg pvp without my guld....

by making another lvl of very expensive armor you are making an incentive to farm. it will wake the gap between the rich and the poor greater. the rich can afford maginally better weapons but will then also be able to buy better armor.
This encourage farming and Anet are trying to remove the incentive to farm.
It supports time played over player skill. GW is supposed to be the other way around.
I can't see it happening. i don't particularly want to see it happen.

If you wanted some bonus, then perhaps a little bonus in PvE would not have much impact on PvP. How?
For example:
+5 armor vs monsters
or
+5 armor vs <insert monster type>
i.e:
+5 armor vs Trolls, Imps, Griffons etc
PvP would remain uneffected, where PvE would gain some bonus.
However, I think this would be more suitable for a new type of 'monster armors'.
i.e:
- Armors made out of monster organs / parts etc
- Have extra bonus vs certain monster types, penalties vs certain monster type etc
